The four-inch 316 flange below is $103.38 each at ten from round stock, versus $104.18 with the stated plate-blank preparation route. Its bore, four bolt holes and passivation are included. This is a custom estimating example with no pressure rating, gasket design or standard-flange interchangeability claim.

Give the estimator the bolt circle, not just a photograph
The flange is four inches outside diameter and half an inch thick, with a 1.5-inch through bore and four 0.375-inch clearance holes equally spaced on a three-inch bolt circle. General tolerance is ±0.005 inch. No raised face, seal groove, counterbore or specified flatness is present. The downloadable schedule identifies the example rather than releasing it for service.
The generated route handles the faces, outside diameter, bore and a basic hole-count drilling allowance. An explicit milling allowance adds twenty setup minutes and three minutes per flange for additional bolt-pattern fixturing and verification at $95/hour. An operator must confirm workholding and access; the model does not infer a qualified bolt-circle process solely from the four-hole count.

A cheaper blank can need another operation
The plate alternative allocates a 0.625 × 4.236 × 4.236-inch rectangular blank at the catalog's $4.60/lb 316-plate input, giving $14.91 material per flange. It assumes individual blanks are available without a full-strip purchasing minimum. There is no quantity stock discount on this overridden purchase line. Disc preparation adds twenty setup minutes and four minutes per piece at the $125/hour waterjet center; those times are entered allowances.
The bar case uses the engine's standard oversize round selection and purchasing allocation at $8.99/lb small lot and $6.25/lb volume. Both cases retain the same conservative turning route after preparation. We do not credit the plate route with an unverified reduction in turning time. These are two sourcing scenarios, not competing dated vendor offers.

State the delivered flange condition
Passivation uses the catalog's minimum-or-piece model: a $95 lot minimum versus a size-adjusted $2 per-piece input, followed by a 5% fee. The part quote adds 30% markup and a $65 line floor. Lathe time is $90/hour, programming $95, bench $55 and inspection $75. Outside shipping and documentation premiums are absent.
A mating flange can require a particular seal finish, face runout or bolt-location tolerance that changes the routing. A photograph does not supply those requirements. Ask for the mating component, drawing revision and acceptance method before quoting a replacement that must fit an existing assembly.
For one or five sets, divide total setup by the actual number of individual flanges, then add running and purchases. Do not confuse a pair price with a single-piece price. If the customer needs assembled hardware or a leak-tested joint, add those deliverables explicitly. Material substitution, pressure rating and production design approval remain outside this illustrative manufacturing estimate.
